GENERAL INFORMATION

 

The

Forensic Services Division, a division of the Department of Oregon State Police,

is recruiting to fill one vacant Questioned Document Examiner position in the

Identification Services Section.  This

non-sworn position is located in Salem, Oregon.

 

The

Questioned Document Examiner performs complex laboratory analyses on physical

evidence, laboratory analysis of forensic document and questioned document

evidence, devises analytical approaches to casework which may include

problematic research and/or generation or modification of methods, and

interprets analytical results, prepares written reports, and testifies as an

expert witness in courts of law.

 

This

recruitment will be used to establish a list of qualified candidates for these

positions and may be used to fill vacancies as they occur.

 

Applicants will be subject to both a Computerized

Criminal History and Driver and Motor Vehicle Services check as well as a

thorough background investigation.  Adverse

background data may be grounds for immediate disqualification. 

Felony conviction automatically precludes appointment.

 

TO QUALIFY

 

Your

PD100 application form will be reviewed to verify that you meet the

qualifications stated in this section.  To

receive credit as a Forensic Scientist 1, your application form must clearly

show that you have:

 

·

certification as a Questioned Document Examiner by the American Board of

Forensic Document Examiners (ABFDE) or the American Society of Questioned

Document Examiners (ASQDE); OR

 

·

satisfactory completion of the FBI or Secret Service “questioned

document” courses, or completion of equivalent “questioned

document” courses; and · two years experience as a questioned document

technician in a professionally recognized bureau.

 

Completion

of a two year apprenticeship program in questioned document examination will

substitute for one year of the required experience.

 

To

receive credit for all required/related coursework, you must submit a photocopy

of your transcripts or other documents showing completion of the previously

listed courses.  You must also

submit a photocopy of the certification you possess if applicable.

DUTIES AND

RESPONSIBILITIES

 

The

Identification Services Section, part of the Forensic Services Division in the

Oregon State Police Department, is divided into an Automated Fingerprint

Identification System Unit, a Latent Print/Questioned Document Identification

Unit, and a Computerized Criminal History Unit.  The Section is responsible for the collection, dissemination,

and use of information related to crime scene processing, crimes and criminals. 

The Questioned Document Examiner does laboratory analysis of forensic

document and questioned document evidence, interprets analytical results, writes

reports, and testifies in court.  Major

duties:

 

·       

compares

characteristics of handwritten, hand printed, and typewritten material of

unknown origin with exemplar material from known sources to determine the

certainty or general probability that the writing or printing came from the

suspected author(s) or source(s);


·       

examines

documents using microscopic, multiple wave length light sources, mechanical and

chemical analysis to detect alterations, chemical and mechanical erasures,

evidence of tracing, sequence of writing, and to restore damaged, indented or

obliterated writing;

 

·       

operates

Electrostatic Detection Apparatus (ESDA) machine and a VSC-2000;

 

·       

performs

physical and chemical analysis of inks, paper, and writing instruments to seek

to classify the source of the material or seek to establish the common origins

of known and unknown materials including: ink classification, manufacturer, and

comparison; paper classification, manufacturer, and comparison; copier toner

classification, manufacturer, and comparison; printer classification,

manufacturer, and comparison; and the source classification and comparison of

other stamping, printing, and writing instruments;

 

·       

writes

technical reports on findings of examinations in accordance with Department

policies and procedures; prepares exhibits, photographic enlargements and

reports for presentation as evidence in court; testifies as an expert witness;

and

 

·       

instructs

at questioned document examination training schools; develops parts of training

programs; gives technical advice to other forensic examiners and law enforcement

personnel; and coaches lower level forensic personnel and oversees their work.

 

WORKING CONDITIONS

 

·       

may be

exposed infrequently to toxic, carcinogenic, radioactive, or other hazardous

substances.

 

·       

frequent

travel required throughout the state to provide court testimony.

 

·       

Works

with counterfeit money, digital imaging and computers and are tested annually

for proficiency.

must have a valid driver’s license and a good driving record. 

If not, you must be able to provide an acceptable alternate method of

transportation.
