GENERAL DESCRIPTION OF
position assigned to the Division of
Criminal Investigation, Crime Laboratory, located in Cheyenne, Wyoming; coordinate
the resources of the latent fingerprint unit;
assign and review cases; assure compliance with policies and procedures
and proposes necessary changes; develop, provide and arrange training to
division and non-division personnel; forensic examination of all types of
latent evidence in both lab work and crime scene investigation; prepare reports
advising law enforcement personnel and prosecuting attorneys of the examination
results; testify in court or hearings as an expert witness; provide
input/recommendations to supervisor concerning new equipment and/or operation
costs; other duties as assigned.
ESSENTIAL FUNCTIONS:
Supervision of the latent fingerprint unit regarding personnel, case
management, resources and instrument maintenance; identify, examine and compare
evidence in the lab relating to fingerprints; collect physical evidence from
crime scenes and return it to the crime lab for evaluation; write detailed
reports summarizing examination findings are prepared for law enforcement
personnel and for prosecuting attorneys; provide reports and analysis and
testifies in court and at formal hearings as an expert witness in the area of
latent evidence; resource of information for laboratory and/or law enforcement
personnel; assist lab director with responsibilities regarding assignments,
priorities, resources, training and scheduling; assist lab director in
personnel matters including promotion, discipline and performance evaluations;
provide formal training for law enforcement personnel ; continually updates
level of expertise by attending training courses and continuing education
courses to maintain proficiency certifications; assure compliance with and
knowledge of criminal law, state and federal policies and procedures.
KNOWLEDGE
SKILLS: Knowledge of
forensic laboratory techniques and analysis, and applicable forensic scientific
and laboratory background; knowledge of forensic analysis of latent evidence
and applications; knowledge of research techniques and control which expand the
significance of scientific findings; knowledge of division policies and
procedures; knowledge of criminal law and the criminal justice system; knowledge
of division goals and objectives. Skill
in the forensic examination of all types of evidence for fingerprints; skill in
leadership qualities; skill in developing and maintaining relationships with
staff and clients; skill in supervision, motivation of others and problem
recognition and resolution; skill in oral and written communication; skill in
interpersonal relations; skill in explaining scientific procedures and results
to a lay person in understandable terms; skill in using tools and chemicals associated
with the position (i.e. laboratory instruments, laboratory chemicals, crime
scene equipment); skill in bringing people together to work towards a common
goal; skill in resolving problems; skill in planning and accomplishing goals
and objectives within available resources; skill in performing tasks without
supervision; ability to work overtime and take 24-hour call.
MINIMUM
QUALIFICATIONS: Any
combination of training and experience equivalent to a bachelor’s degree in a
physical science, natural science, forensic science, criminalistics, criminal
justice, police science, industrial technology, engineering or other closely
related field,
setting.
NOTE: Preference will be given
to those with professional supervisory work experience in a forensic laboratory
setting and to those who are qualified to conduct analyses in shoe and tire impressions and/or questioned documents; must
have a valid driver’s license and pass an extensive background investigation;
must adhere to physical fitness standards to perform field work associated with
crime scene processing and laboratory work; some overtime work may be required.
